2. That's the dog-bites-man part of the story

Virginia has decided not to honor CHL's from states whose requirements are more lax than Virginia's. That is most, but not all, of them. The idea is that if Virginia imposes a requirement they do not want their residents going to another state to bypass that requirement, which is kind of common sense. But it is sure to piss off the NRA, since it ever so slightly fails to be pro-guns-everywhere.
