2. The standard of review

Applied to the law is an important issue, and in some senses dispositive. The Supreme Court in Heller didn't say which standard applied, but I would argue that -- as the 4th Circuit held -- the strict standard of review should apply, just like it does when any state passes a law that impedes a constitutionally protected right.
