Using FBI data stripped of "unknowns", 89% are male, 52% black and 43% 14-25. I can't get deep enough into the data to get the intersection of all those sets but it's way way less than 95 of course.

However he has a glimmer of a point in that all of those demographic segments are the largest contributors to homicide totals. But he's nuts, and I suspect guilty of intentional hyperbole, in the numbers.
