1. Madison gang offenses increase dramatically over last decade

"The gang violence is here. We have gun violence here. And these gangs are committing horrific acts," said Madison police Sgt. Brian Chaney, who supervises the city’s gang unit.

Between 2012 and 2014, the number of known gang members charged with offenses, on average, grew 350 percent as compared to 2004. Of that, violent crimes involving a firearm, weapon or bodily harm on average surged 195 percent

The word "children" in your OP is deceptive in that with an upper threshold of 18, it encompasses a lot of violent felons.
