Check if it is possible that the central tabulating computers could be hacked. Check if it is possible to divert the tabulations to another computer then send a different result back. Remember it is being done at the central tabulating machine level. Have computer experts examine this and see if they can see a possibility to write code that can accomplish this. If they can do it then the russians can do it.
