Mandating people leave legislative office would only serve to break the natural base of knowledge that Congress people get over time, leading to more power being in the hands of those who are there year after year, lobbyists. It also empowers the executive branch.

This is something that has been studied by political scientists and the result of term limits is only to weaken the legislative branch.
