3. Those are "Milestones"

On the Latest Discussions page, threads are listed in chronological order, with the newest at the top. However, when a thread reaches a multiple of 25 replies (25, 50, 75, etc.) it appears as a "Milestone" and is re-inserted back at the top of the page. We do this so that people who use the Latest page more than the forums can be notified of threads which are getting a lot of interest.

If you don't want to see them, you can turn them off by setting the "Milestones" drop-down menu in the bar at the top of the Latest page to "No Milestones".
