I understand that, "left alone," the default would be female genitalia. But that same link also notes
Until about the 12-millimeter stage (approximately 42 days of gestation), the embryonic gonads of males and females are indistinguishable.
Under the executive order's definition, which places the determination at the time of "conception" and explicitly avoids appeal to genetics, I think should all be considered nonbinary. So everyone would be wrong!
