ICE raids are not announced in advance. Rather, ICE agents are free to enter any public areas of the business, such as a lobby or parking lot. They can use what is visable in such places for further probable cause. However, in order to enter non-public business premises, the agent must have a signed judicial search warrant or the employer's consent.

ICE raids on a private residence almost always already have a warrant.

ICE raids on private businesses may have a warrant, or they may not. Often when they don't, they simply rely on panic and people fleeing into what is public space. History shows this works.
