13. The State doesn't selectively block the content

The website, or application, voluntarily blocks the content from users whose IP address implies that their computer is located within the state.
Just as a car doesn't limit your speed to 25mph, or 65mph you are expected to comply with law. A similar paradigm is at work for the publishers of certain content. The State is perfectly content to prosecute you for speeding, or for making the content available, but cannot actually stop either speeding or access to prohibited content.
