Your take on it totally makes sense.

But several of the countries on that "ok" list are major sources of undocumented immigration - and are likely to be for years to come, given their socio-economic situations.

But where is this "ok" list you speak of? I didn't see one.
Or maybe you might copy/paste it? TIA.
