He was perfectly happy to present those violent and hateful words to his little hateful safe space where most of those people either agree with him, or don't care. He really really wanted to say those things, and he did not care about any of the people he was talking about or their safety.

When it finally reached the wider audience outside of CPAC, he got pushback. He's not stupid, he's just a coward. He wants people to believe he didn't mean what he said out loud. Also, the people defending him with "No, he's just talking about the *ideology* not actually trans people! Think of the children!!" all agree with what he said, but they are also cowards who need to couch in terms of being "protective" against some nebulous attack from trans people.
